Lost Singapore Passport Overseas: What to Do Next

If you are a Singapore citizen abroad with a missing passport, start with ICA and Singapore MFA. The next step depends on whether you can use Singpass and whether you need to return home or remain overseas. This guide is for Singapore passports; other passport holders should contact their own issuing authority.

First: confirm the loss and report it to ICA

ICA says to report a lost passport immediately. You can report online or approach a Singapore Overseas Mission. Once reported lost, the passport cannot be used again, even if found. ICA requires a recovered passport to be surrendered within 14 days.

  • Check the last document counter, secure compartment and accommodation storage, and contact the venue’s lost-property team. Keep this search brief; do not postpone required reporting.
  • Use ICA’s official loss page below. Record what happened accurately and keep any confirmation separately from the missing bag or phone.

Returning home: understand the Document of Identity

MFA describes the Document of Identity (DOI) as an emergency document for a one-way return to Singapore. Do not assume it permits an onward holiday or crossing another border. Confirm your route with the mission, relevant immigration authorities and airline.

Choose the route that matches your Singpass access

DOI approval is not immediate. The mission contacts you when it is ready. If your phone is also missing, tell the mission you cannot access Singpass.

  • With Singpass: apply for a DOI through ICA e-Services and choose an overseas mission for collection. MFA says this online application does not require passport photos or a local police report.
  • Without Singpass: contact the nearest Singapore Overseas Mission and make a local police report. MFA asks for that report, two recent passport photos and identity or citizenship evidence.

Find a Singapore Overseas Mission

Do you need a local police report?

ICA says a police report is not required for replacement of a Singapore passport. That is separate from crime reporting, local immigration rules and the DOI route without Singpass. Ask the mission what applies where you are.

Location matters: the Singapore Consulate-General’s guidance for Ho Chi Minh City says passport loss must be reported to local police for immigration purposes and a copy supplied to the mission. An online Singapore application does not remove a local requirement.

Working or studying overseas: ask about a replacement passport

ICA provides online and overseas-mission application routes for citizens residing abroad. Its published overseas processing estimate is around four to six weeks with the necessary documents; unsuitable photos can take longer. A replacement passport and a DOI serve different travel needs. Ask the mission which route fits your circumstances.

Keep one clear case record

Our practical suggestion: keep a short incident log so you can explain the same facts to each organisation. Store it securely and share sensitive identity documents only through verified channels.

  • Last known location and time, and the venue’s lost-property reference
  • ICA reporting confirmation and any police-report reference
  • Mission contact, document-collection instructions and your next travel deadline
  • Airline rebooking correspondence and receipts your insurer requests

Where a private recovery QR helps

If the passport holder already carries a ReturnKind QR, a finder can send you a private message. Check your owner account while following the official process. Recovery contact cannot restore a cancelled document or attach a QR to an item already missing. For your next trip, activate and test the recovery route before departure.
